ATLANTA (CBS ATLANTA) -

Atlanta police arrested Cameron Christian Maddox and charged him with the shooting which happened Thursday night in the Little Five Points community. Maddox is 19 years old. He is in custody and will be taken to DeKalb County Jail on Friday night.

Detectives said it was apparent that Maddox waited for an opportunity to shoot 46-year-old Officer Dexter Toomer, who was coming out of Zesto, a popular restaurant near the intersection of Moreland Avenue and Euclid Avenue.

On Friday morning, officers confirmed that detectives found bullet casings on the roof of the Brewhouse, a pub across the street.

Natasha Hicks was working at Zesto's Thursday night. She waited on Toomer right before someone shot him.

"Yes, actually I made his milkshake and his order. Majority of the time when he comes in I basically have his order ready," said Hicks.

Hicks said someone shot Toomer when he came back for another order.

"A milkshake - he came back in to actually get for another officer. On his way back out the side door, that's when he was hit," said Hicks.

Hicks didn't hear the shots but when she looked outside she knew her friend was hurt.

"Looked over the register, there was Officer Toomer. He was in his car, he had got struck in his leg," said Hicks.

CBS Atlanta obtained exclusive surveillance video of Maddox inside Zesto's about three hours before police said he shot Toomer.

We're told Maddox was upset because Toomer arrested one of his friends earlier that day.

Hicks was excited to find out police made an arrest.

"Make me feel great. He allegedly shot a good officer. I hope they punish him to the fullest if he is found guilty," said Hicks.

Toomer has been employed by the city of Atlanta for more than 19 years.

He spent the first 18 years as an Atlanta Corrections officer before joining the Atlanta Police Department.

Police said Toomer is in good spirits and doing well. He was released from the hospital Friday.

Maddox is charged with aggravated assault. He could face additional charges.
