A mound of used toilet paper sits in front of an East Point Housing Authority home.
Neighbor Marcus Hicks said it's a problem that's been happening for years, but that he thought was fixed.
"It's actually a horrific smell, when you coming into the door the water is on the sidewalk, all the way across here," Hicks said. "There's water all the way up to the door at times."
CBS Atlanta called the after-hours number for East Point Housing Authority's maintenance department. An employee said the problem had not been reported.
But a woman who lives at the Maria Head Terrace home - who wished to remain anonymous - said she was too scared to report the problem because of experiences she's had when reporting other problems.
"First time I tried to say something to them they threatened about putting me out," she said.
Hicks and the woman showed CBS Atlanta a toilet inside their home that had brown water backed up into it. Hicks said he is most concerned about all of the neighborhood children who play in the yards.
"I also have a lot of kids around here, I wouldn't want them to get sick," Hicks said. " I really feel like it's a potential biohazard." Copyright 2012 WGCL-TV (Meredith Corporation). All rights reserved.
