New system replaces birthday car tax next month

ATLANTA, GA (CBS46) -

Ready or not, in less than three weeks, buying a car or truck, will get a bit more complicated.

Starting March 1, vehicle owners will pay a title tax based on the value of their vehicle.

"This year, 2013, the title tax is based on 6.5 percent of the value set by the state," said Arthur Ferdinand, the Fulton County Tax Commissioner.

After you pay that, it will cost $20 a year to register a car. State officials said the new system will save people money.

After you buy the vehicle, you have to take the bill of sale to your local tax commissioner's office.

"Our clerk has to look in the system to determine the value the state set for your car and use that value in the system to determine how much title tax you pay," said Ferdinand.

Ferdinand said even if you get a great deal on a car or truck, the title tax will be based on the value the state sets, not on what you paid for the vehicle. The new law also makes it easier for people who buy cars and trucks from dealerships.

"If you purchase your car from a dealer, you have already paid the sales tax. That sales tax is sufficient to offset the title tax so you don't have to commit an additional check if you purchase from a dealer. With a casual sale, you did not pay the sales tax so you have to pay that title tax when you come in," Ferdinand said.

Audry McFarland, a new car owner said she's optimistic.

"It may sound like it could be daunting, but I don't think it will be that bad. I don't think in the long run it will be as bad as it sounds," said McFarland.

If you believe the state has overvalued your vehicle, you can appeal to the Board of Assessors.

Fulton County officials said the county will add more clerks and extend office hours to handle the influx of people.

If you bought a car in 2013, you can opt into the new system March 1.
