ATLANTA (CBS ATLANTA) -

Police arrested a man for simple battery after he allegedly assaulted a woman at a park in northeast Atlanta over his dogs' freedom to roam.

Officers arrested Louis Rivera, 53, on Friday.

Police believe that Rivera was involved in the incident that happened Monday at the Old Fourth Ward skate park and playground area.

Police said two women were at a grassy area of the park with their kids when a man with two dogs approached two of the children and told them they had to find another place to play, because he was about to let his dogs off their leashes.

One of the women began recording the interaction on her phone's video camera, which showed the man angrily coming at her with his dogs.

The man then hit the woman's hand, knocking the phone to the ground, according to police.
