Massive illegal tire dump exposed in Northwest Atlanta

CBS Atlanta News uncovered a massive illegal tire dump on Hightower Road in northwest Atlanta on Monday.

Larry Lockett, who was a code enforcement officer with the city for more than 40 years, told CBS Atlanta News that the Hightower Road site was the worst dump he's ever seen.

"I'd say at least about 20,000 tires dumped on this property in different areas," Lockett said.

The dump site is located at an abandoned apartment complex called Rachel's Walk.

"Dumping is illegal and when I did it, I'd catch them, but now it's just getting ridiculous," Lockett said.

The problem had become so ridiculous that there was a boat sinking in a sea of tires on the property.

CBS Atlanta News asked Atlanta City Councilman Felicia Moore what the city is doing to address the tire-dumping problem.

"We've been working on this for quite a while because it's a major health issue," Moore said. "We've needed the property to be secured so that people can't dump on the property, so we've had code enforcement involved and we've been at court numerous times."

But because the owner of the property passed away a few months ago, city officials said the city was stuck.

"Well first of all, it was finding the responsible party and then that party saying, 'I can't afford it... I can't afford to clean up because as you know, tires aren't something you can just throw in a landfill,'" Moore said.

CBS Atlanta News learned that there is a potential buyer for the property. Workers with a demolition company were on site Monday accessing clean up costs.

"If they put their mind to it, they can get this cleaned up," Lockett said.
