Dr. Beverly Hall wants people to know she is innocent

ATLANTA (CBS ATLANTA) -

Atlanta attorney Richard Deane is the voice for former Atlanta Public Schools Superintendent Dr. Beverly Hall because the court silenced her and the other 34 educators indicted and paraded in and out of the Fulton County Jail.

"She's under a lot of stress and that stress is compounded by the fact that she knows that she is innocent," said Deane.

Hall and the other former APS educators are accused of being involved in the 2009 Criterion-Referenced Competency Test, or CRCT, cheating scandal.

Their silence was negotiated in their bonds. Deane said it's not an admission of Hall's guilt.

"Dr. Hall never participated in any cheating herself, she never ordered, never directed anyone to cheat and wasn't knowledgeable of cheating," he said.

Fulton County prosecutors said Hall was like a mob boss - the leader of a corrupt organization that used students' test scores to earn big bonuses if they rose, or intimidation and termination if they fell.

"There's been reports of over 2,000 interviews that have been done by the district attorney's special investigator," said Deane. "As far as has been disclosed, not a single person has ever said that Dr. Hall ordered, directed or participated in any cheating, with respect to the CRCT."

Fulton County's district attorney believes the indicted educators, including Hall, are the culprits.

"Whatever cheating may have occurred in APS, we think it was the result of a few misguided people, for whatever purpose, chose to do something that was wrong," said Deane.

Hall and the other 34 accused educators will make their first court appearance on May 3. Deane said Hall will enter a not guilty plea during the arraignment.
