Investigators have arrested and charged a 23-year-old man for shooting three men, one of them fatally, at an apartment complex in southwest Atlanta. The shooting happened just before midnight July 14 at 540 Windsor Street SW.

Fulton County Medical Examiner's office identified the deceased victim as Armondo Dukes, 18, of Atlanta.

Caheran Carter has been charged with murder. He has been booked into the Fulton County jail.

Neighbor Antonio Jackson told CBS Atlanta News that the shooting happened during a confrontation between two groups of men.

"We need to learn how to understand each other and resolve our problems besides violence doing it in another way in another manner," said Jackson. "We have kids out here. These children out here, one of these kids could've got shot."

Detectives spent several hours on the scene collecting potential evidence. They weren't having much luck finding witnesses.

"The only thing that we've learned is people heard gunshots and then looked out and saw people scattering," said Atlanta Police Department homicide commander Lt. Paul Guerrucci.

A man drove the victims to Grady Memorial Hospital, where Dukes was pronounced dead, police said. That driver was being questioned by police. They have not released whether Carter was the driver.
