Man arrested after a woman, child were hit and killed in Lilburn

LILBURN, GA (CBS46) -

A man has been arrested after a woman and child were struck by a vehicle and killed in Lilburn Thursday evening. 

Lilburn police said Spencer Todd Prigmore, 43, attempted to pass another vehicle at Harbins Road and U.S. 29 just before 7 p.m., when he appeared to have jumped the curb onto the sidewalk, where Maria Cervantes-Maldonado, 36, and her daughter, Melissa Paola Cervantes, 6, were walking.

Johanna Aragon, 14, said she lives nearby and frequently walks along the same sidewalk.

"Sometimes me and my grandparents, we walk around here, sometimes to the dollar store, sometimes we go to the park," Aragon said. "You may be walking here, and you can feel the wind and a lot of people beep at you and everything."

Aragon and her family watched as police tried to determine exactly what happened to the woman and girl. Now, Aragon said, she doesn't want to walk along the highway.

Both she and Lilburn Police are thankful to two groups of citizens, who saw the accident happen and chased after the driver of a white pickup truck, who they believed hit the pair. Thomas Bardugon, with Lilburn Police, said the truck that the citizens spotted was badly damaged, and that they managed to wave that driver down and get him to pull over about a quarter of a mile away from the site of the accident. Prigmore had a passenger who is in her 20s, with him at the time.

"Given the extent of the injuries to the people hit, I would think it would be almost impossible not to know that they had struck somebody," Bardugon said.

Prigmore was charged with reckless driving, DUI, two counts of vehicular homicide-first degree and failure to report an accident.

Bardugon said he couldn't release whether or not the woman he was with could face charges.
