A Lithonia mother has been arrested after her child was taken to a hospital Tuesday.

Vivian Cartia White, 35, was arrested and charged with second-degree cruelty to children after allegedly leaving her child home alone.

EMS responded to a Lithonia home Tuesday afternoon in reference to a 4-year-old choking on a hot dog, according to DeKalb County police.

The child was taken to the intensive care unit at Egleston Hospital for Children in Atlanta.

Authorities say there were several children aged 4 to 10 in the home at the time of the incident.  Police say the 10-year-old went to a neighbor for help and they called police.

"He just ran out, screaming for help," said Christopher Fortune, who lives next door.

Fortune said he performed the Heimlich maneuver but the girl did not respond to his attempts to dislodge the object stuck in her throat.

"When I went in, she was laying on the bottom of the steps, foaming at the mouth, convulsions," Fortune said.

"The child was limp. She had no pulse," said Faheema Khabeer, who also lives next door. "It was horrifying."

A family member is looking after the other children, police said.
