State Department statement on Russia adoption ban

We continue to discuss intercountry adoptions and the welfare of adopted children with Russian officials.

We have reiterated our deep disappointment with the Russian Government's decision to ban the adoption of Russian children by U.S. citizens and have encouraged a resolution in all adoptions that were in process prior to January 1.  Secretary Kerry has raised this matter with Foreign Minister Lavrov and it has been raised in numerous meetings between Department principals and their Russian counterparts.

We have reaffirmed our commitment to honoring the U.S.-Russia adoption agreement while it remains in effect.

However, Russian officials have made it clear that only those cases where an adoption ruling was issued before January 1, 2013 will be completed.  We have no reason to believe that there will be any flexibility in Russia's interpretation of the Russian Supreme Court decision.

We recognize that in certain circumstances it may not be possible to place children in a home in their country of birth and we continue to encourage the availability of intercountry adoption as an option for these children.
