Man helping change tire killed in I-20 hit-and-run

A local DJ was killed Wednesday morning on I-20 at Panola Road in DeKalb County while helping change a tire on the side of the road.

DeKalb County Police identified the victim as Kleon Cadogan.

According to witnesses, Jodi Da Costa called her brother Paul Witter, his twin and their friend, Cadogan, when she got a flat tire around 4:30 a.m. The group had been out at a club.

Witter said they had just finished changing the tire, when a Dodge Ram, going about 60 miles an hour, swerved off the road and into them. He said Cadogan took the hardest hit. "He flew like three feet from us."

Cadogan died at the hospital. Da Costa received minor injuries, and Witter's twin brother, Devon Witter, underwent arm surgery. As of Wednesday afternoon, he was in good condition.

Another driver, Lee Hardeman of Conyers, witnessed the accident and followed the Dodge Ram until police arrived. DeKalb County police arrested Andrew Spencer, 29, of East Point.

Spencer told a judge Wednesday afternoon he is a manager at TGI Friday's in Lithonia and the father of a seven-year-old boy. The judge, ruling Spencer not a flight risk, set bond at $20,000. He faces several charges including vehicular homicide.

Witter said the tragedy should serve as a lesson for everyone. "Don't ever change your tire on the side of the road. It's a dangerous situation. You will get hurt or killed."
