Man arrested in fatal Phoenix rollover crash

A 29-year-old man is facing charges in his cousin's death following a rollover crash on Baseline Road.

The victim, Leonardo Carrizoza, 31, was a passenger in the station wagon that crashed Tuesday morning on Baseline Road near 24th Street.  

Phoenix police Sgt. Tommy Thompson said the driver, Marcos Antonio Payan, lost control and the van crossed over the center median and rolled over. The vehicle then crashed into two trees and Carrizoza was thrown from the vehicle, police said.

Carrizoza was found unconscious and taken to a hospital, where he died.

Payan was treated at a hospital and later interviewed by police. He admitted to knowing the vehicle's front shock absorbers needed to be repaired and told police he accelerated from 50 mph to about 60 mph to get through a yellow light.

He also admitted to using marijuana on a regular basis but said he was not impaired, according to police.

His license was suspended for the last seven to eight years.

The vehicle had a data recorder which showed speeds in excess of 80 mph.
