SHELBY COUNTY, TN -

(WMC) - The fight over the Shelby County property tax rate took a turn during Wednesday's commission committee meeting.

A committee passed a resolution to give a five-cent tax cut to people who live in suburban and rural Shelby County.

Those living outside Memphis pay extra taxes to pay off the cost to build Arlington High School.

"You can't charge a tax to people who aren't getting any access to a building or service," said Shelby County Commissioner Terry Roland.

Others say that proposal means Memphians will be forced to help foot the $11.8 million bill for school construction debt.

"All the county taxpayers pay for a school for which Memphis got no schools in return," said Shelby County Commissioner Mike Ritz.

A proposal failed in the same committee to give everyone in Shelby County, including Memphians, a one-cent tax cut.

In previous committee meetings, both tax rates passed.

Some commissioners call this an equalizer, saying you can't have two tax rates in one county. They call the dilemma a casualty of the school merger.

"When they surrendered the charter to form one school system, they should have thought about this, that there would be some down points to the folks in the city," said Roland.

This was not the final vote; the item has three more readings.

Commissioners say the final outcome should be different because few democrats were present during Wednesday's vote.
