Neighbors find 2-year-old toddler wandering near street with soiled diaper

CARTERSVILLE, GA (CBS46) -

Neighbors in a Bartow County apartment complex said they found a 2-year-old toddler wandering around outside near a street.

"She looked like she was about to cross the road," said Carla Clemmons, the woman who found the toddler.

Clemmons said she took the toddler inside her home and fed her.

"With the period of time she was out here, it looks like someone who was missing a baby would have come to look for her," said Shed Braziel, a neighbor.

She said the baby did not have on any clothes and was wearing a soiled diaper.

"She seemed to be well-groomed. Her hair was done in ribbons and everything, but she just didn't have on any clothing," said Braziel.

Neighbor knocked on doors for more than an hour looking for the parents.

Deputies were called, and after two hours, the parents of the little girl showed up at the Division of Family and Children's Services.

Investigators charged the father, Javares Sylvester, with reckless conduct. He is jailed on a $1,000 bond.
