Mother of deceased Wash. Co. inmate files $20 million lawsuit

WASHINGTON COUNTY, TN (WJHL) -

The mother of an inmate who died in June 2013 while serving time in the Washington County Detention Center, has filed a lawsuit against Washington County, Sheriff Eddie Graybeal, Jr., Washington County officers and agents, and Southern Health Partners, Inc. for failing to provide safeguards to prevent her son from hurting himself while incarcerated.

The lawsuit, filed in U.S. District Court in Greeneville, states that Aaron Bever's mother, Lisa White, is suing because of harm to her son, which reportedly resulted from the "lack of or failure to enforce official policies and customs mandating proper medical treatment and detention of Bever who was known to be a suicide risk and had in fact threatened suicide prior to his incarceration."

Bever, who was booked into the Washington County Detention Center on June 14, 2013, reportedly suffered from pre-existing mental health issues and had previously threatened suicide.

According to the lawsuit, Bever hanged himself in his jail cell on June 16, but was resuscitated.

On June 17, he was pronounced dead while in the Johnson City Medical Center.

The lawsuit also claimed that Bever was improperly cared for due to inadequate training and supervision of jail and jail medical officers and agents.

"The policies and procedures relative to the detention and care of Bever at the Washington County jail were improperly carried out due to an inadequate training and supervision of jail and jail medical officers/agents, and/or because Washington County, Tennessee has a custom of tolerance of and/or acquiescence of federal civil and constitutional rights violations," according to the lawsuit.

White is also suing Southern Health Partners for violation of Bever's Eighth and Fourteenth Amendments.

According to the lawsuit, White is asking a total of $20 million, as well as the maximum amount allowed for GTLA claims, plus costs, interest and attorney's fees.
