ON MAY 14, 2015 AT APPROXIMATLEY 2100 HOURS OFFICER TOMMY WILLIAMS DID ALLOW A WANTED FELON JABRI MATHIS TO ESCAPE OUT OF A WINDOW WHILE FUGITIVE UNITS WERE ATTEMPTING TO APPREHEND HIM.

Narrative: Submitted on 5/27/2015 :

On 5/21/2015, myself, Sgt. Lambert, Lt. Vazquez, and Inv. Malstrom arrested Tommy L. Williams from 2315 Donald Lee Hollowell Pkwy, Atlanta GA. The warrants were verified and cleared through ACIC by Ofc. Smith who transported Williams to the Fulton County jail.

Narrative: Submitted on 6/1/2015 :

ON MAY 14, 2015 AT APPROXIMATLEY 2100 HOURS OFFICER TOMMY WILLIAMS DID ALLOW A WANTED FELON JABRI MATHIS TO ESCAPE OUT OF A WINDOW WHILE FUGITIVE UNITS WERE ATTEMPTING TO APPREHEND HIM.

Officer Williams was on the scene at 599 James P. Brawley while fugitive units were attempting to apprehend a wanted felon Jabri Mathis. Officer Williams along with zone 1 units, zone 1 F.I.T. team and APEX had the house at 599 James P. Brawley surrounded. Officer Williams was to cover the side of the house, which later was identified st the side of the house the suspect escaped from out of a window. Officer Delian was covering the rear of the house when he saw a shadow over his shoulder of a person falling over a fence post and land on the ground. Officer Delain notified the officers that he saw the suspect running towards Griffin St. Officer Delain stated he asked Officer Williams if anyone came out of the house and he was told "No". Officer Burnett said he spoke to Officer Williams and he told him he was the last person to see the suspect and pointed in the direction of South between the homes on James P. Brawley, he stated after that he heard Officers on the radio saying they had the suspect detained on Griffin Street which is southeast from the described location given by Officer Williams.

After the suspect was apprehended and relocated to the patrol car the officers were discussing how it was possible for the suspect to escape out the window when it was covered and the suspect Jabri Mathis told the officers "he let me go" "I ran right past him", he even told the officers that he knew the Officer and that his name was Officer Tommy Williams and he was like an uncle to him.

It was later discovered that XXXXX who lives at XXXXXXX who is the XXXXXXXXXXXXXXXX. XXXXXXX told Inv. Jones that XXX has seen an Atlanta Police officer coming in and out of that apartment. XXXXXX discribed the vehicle to Inv. Jones and he did a walk pass on the car and saw and a traffic vest inside the car.

Warrants were obtained for Officer Tommys arrest. It was also noted that Officer Williams was given a B.O.L.O. of the suspect during roll call a at least a month before Mr. Jabaris arrest and was aware that he was wanted. Officer Williams never mentioned knowing the suspect. ON May 27th 2015 Officer Williams vehicle was again parked outside the house of the supects girlfriends after the suspect Jabri Mathis was arrested.
