Two arrests made in connection to shooting of Banks County Sheriff's Deputy

CBS46 News has learned all new details about a Banks County officer involved shooting.

A Banks County Sheriff’s Deputy was shot near the Tanger Outlet Mall in north Georgia, after he tried to pull a man over. 

Banks County Sheriff Carlton Speed said the deputy that was shot in Commerce last Wednesday was Robert Wilkins. Wilkins has been with the department for just eight months. We've learned Wilkins is in good shape and continues to recover.
"He was cleared that night and he came home and he is out and like I said we're going to offer him some counseling," said Speed.
Meantime officials are still investigating what lead to the shooting and what happened after. They said it all started at Atlanta Dragway.
That's when officials said 32-year-old Avery Richard attempted to kidnap a woman and steal her car.

"Once he was taking her outside the building, he realized that police were responding." He could hear the sirens getting close and he pushed her back in the building and he fled taking her vehicle."

CBS46 has learned Richard had a co-conspirator at the dragway, 29 year old Dustin Terrell Hewatt.

Hewatt was arrested last Thursday. He's being held at the Banks County Jail on charges of conspiracy to commit robbery and conspiracy to commit kidnapping. 

26-year-old James Hall Askew, 26 years old has also been charged with aiding and abetting.  

After Richard sped off from the dragway, a police chase followed.
Officials said Richard slammed on his brakes during that pursuit, causing Deputy Wilkins to rear-end him. That’s when Richard got out of his car and started firing. Multiple shots were fired and one hit Wilkins, who was saved by his bullet-proof vest.
Richard then took off again and ran into a Jackson County home, where he kidnapped a woman, forcing her to drive him to the Atlanta area.  
"Information was developed through Franklin County Sheriff’s Office and Appalachian Regional Drug Task Force," said Speed. "That's how it led us to Mr. Richard."
On Friday, Richard was involved in a shootout with an FBI agent in Atlanta. Richard was shot and killed. The agent was also shot and taken to the hospital.

Sheriff Speed went to visit that agent on Friday and said he's in good spirits.
