COBB COUNTY, GA (CBS46) -

An exhaustive report by the International Association of Chiefs of Police (IACP) indicates the Cobb County Police Department has a strong overall structure with good leadership, but also is in need of improvement in areas of staffing and community relations.

"They're not unlike other agencies, where there's things they can improve," said Dr. Mitch Weinzetl of the IACP.  "But, by and large they're doing great work."

During his presentation before Cobb County commissioners Tuesday, Weinzetl outlined the need for an improvement in pro-active community policing, something that will require full staffing levels to allow officers time to do community outreach.

That point ties in with another area of weakness identified in the study: the perception by the community that the department has issues with racism within its ranks.

"Perception is reality," said new police chief Michael Register.  "Perception is the truth, and certainly as the chief of police, I have to be cognizant of the perception people have of the police department."

Register said he has already met with several community leaders to discuss ways in which the department can improve its relations with minority groups.

The department also has improved its staffing levels, going from a deficit of more than 100 to 32, according to Register.
